- A large share of clients eligible for legal aid never reach a lawyer due to geography and transportation
- Intake requires a confidential setting, court-quality privacy in a community location
- Document handling has to be secure on the road and at the deployment site
- Vehicle has to deploy in dense urban neighborhoods and rural towns alike
